What is a Government?
A government is a system or a group of people who governs a political unit, generally a state or a country. Is there a place without government? When an organised community doesn't have a government, it is called a anarchy.
Govern - Conduct the policy, actions, and affairs of a political unit with authority.
Political Unit - A politically organised body of people under a single government.
Anarchy - A state of disorder due to absence or non-recognition of authority or other controlling
systems.
What is the purpose of Government?
The role of government in the affairs of its citizens is the subject of government philosophy. The importance of freedom and tranquillity in our material, bodily and spiritual development cannot be overstated. Many atheists and agnostics will find that they may disagree with some underlying philosophical views. The primary goal of the government is to keep the peace.
The purpose of government is to enable the PEOPLE OF A NATION TO LIVE IN SAFETY AND HAPPINESS. Government exists for the INTERESTS OF THE GOVERNED, not for the governors. - Thomas Jefferson!

What is the Difference between 'A Government' and 'A Regime'?
A regime refers to the overall political system of a country, including its institutions and rules, while a government is the specific group of people who hold political power and run the country at a particular time. In essence, a regime is the "how" of government, while a government is the "who".
